Local Law 196: Renewing Site Safety Training Cards
Workers and supervisors whose Site Safety Training (SST) cards expire in 2023 must complete site safety training refresher courses before they can renew their cards. Refresher training must be taken no more than one year before applying for card renewal.
Workers Refresher Training
In order to renew your 40-hour SST card, workers must successfully complete (8) eight hours of refresher training. This training should be completed within 12 months prior to the card's expiration date.
For example, if your 40-hour SST card is expiring on 9/15/2024, you can begin the process of renewing your 8 hours of training starting from 9/15/2023.
It is important to note that the renewal process should not be initiated before this date. To accomplish this, workers can choose from a variety of available course options.
Option 1:
If the expiration date of your 4-hour Scaffold user card occurs within the 12-month renewal period, you have to do option 1.
- 4-Hour Fall Prevention and
- 4-Hour Supported Scaffold User & Refresher
Option 2:
If the expiration date of your 4-hour Scaffold user card occurs before the 12-month renewal period, you have to do option 2.
- 4-Hour Fall Prevention and
- 2-Hour ‘Tool Box Talks’ and
- 2-Hour Pre-Task Safety Meeting
Supervisors Refresher Training
In order to renew your 62-hour supervisor SST card, supervisors must successfully complete (16) sixteen hours of refresher training. This training should be completed within 12 months prior to the card's expiration date.
For example, if your SST 62-hour supervisor SST card is expiring on 9/15/2024, you can begin the process of renewing your 16 hours of training starting from 9/15/2023.
It is important to note that the renewal process should not be initiated before this date. To accomplish this, supervisors can choose from a variety of available course options.
If the expiration date of your 4-hour Scaffold user card falls within the 12-month renewal period, you have to do option 1.
Option 1:
- 8-Hour Fall Prevention and
- 4-Hour Supported Scaffold User & Refresher and
- 2-Hour ‘Tool Box Talks’ and
- 2-Hour Pre-Task Safety Meeting
If the expiration of your 4-hour Scaffold User card occurs before the 12-month renewal period, you have to do either option 2 or option 3.
Option 2:
- 8-Hour Fall Prevention and
- 8-Hour Site Safety Manager Refresher/Chapter 33
Option 3 (*):
- 8-Hour Site Safety Manager Refresher/Chapter 33 and
- 4-Hour Fall Prevention and
- 2-Hour ‘Tool Box Talks’ and
- 2-Hour Pre-Task Safety Meeting
*Recommended by CTC Option 3
According to Local Law 52, it is still mandatory for you to possess an active 4-hour Scaffold user card.
Local Law 196 of 2017 Information
Local Law 196 of 2017 requires workers and supervisors at large construction sites (specifically sites that must designate a Construction Superintendent, Site Safety Manager, or Site Safety Coordinator) to complete safety training and obtain Department-approved site safety training (SST) cards. Under the law, SST cards expire after 5 years and can be renewed only after site safety training refresher courses are completed. A May 2018 Service Notice announced training requirements for new SST cards and SST card renewals. The first SST cards were issued in May 2018 and will begin expiring this year. In addition to the card-renewal coursework announced in May 2018, the Department has created new refresher training pathways for workers and supervisors, as described above. NOTE: It is not necessary for workers or supervisors to retake full OSHA training courses; the refresher training pathways fully meet the requirements for card renewals.
